THE STATISTICS BILL, 2026
The object of this Bill is to provide a comprehensive legal framework for the collection, compilation, analysis, production, management and dissemination of official statistics in Kenya, and to align the statistical system with the Constitution and international standards.
The Statistics Bill, 2026 is promoted by the Cabinet Secretary for the National Treasury and Economic Planning. It seeks to repeal and replace the Statistics Act, No. 4 of 2006 (Cap. 112), which established the Kenya National Bureau of Statistics (KNBS). The Bill responds to significant developments since 2006, including the promulgation of the Constitution of Kenya, 2010, the devolution of government, the enactment of the Data Protection Act, 2019, the rapid evolution of data collection technologies (including big data, citizen-generated data and biometric data), and Kenya’s commitments under international statistical frameworks including the United Nations Fundamental Principles of Official Statistics. The Bill is both a money Bill within the meaning of Article 114 of the Constitution and a Bill concerning county governments within the meaning of Article 110(1)(a).
