Background

There is need for benchmark indicators to support M&E activities of the ERS, PRS, MDGs, and other public policies and programmes. To this end, the CBS’s 5-year Strategic Plan details an integrated framework of surveys envisaged to update and enrich public statistical databases that would provide the benchmarks. The Strategic Plan has been endorsed by the Cabinet and the Minister for Planning given the mandate to implement proposals in the Plan.

The 2004/05 Kenya Integrated Household Budget Survey (KIHBS) is the first among the series of integrated surveys to be undertaken within the framework of the Strategic Plan?. The survey is designed to provide numerous indicators needed measure, monitor and analyse living standards and poverty in Kenya. Specifically, the survey will provide data to update the urban CPI and establish rural CPI, to measure and monitor poverty and living standards, and to compile national accounts statistics. The data collection phase will be implemented over a period of 12 months, and will cover 13,430 households in 1,343 clusters in the 70 districts.

Owing therefore, to the sheer magnitude of the survey, the Government deemed it imperative to constitute various committees to facilitate effective implementation and the subsequent delivery of quality and timely statistics for the afore-mentioned purposes. Four (4) committee are being constituted, namely, the Steering Committee, Technical committee, the Core Team (or Secretariat) and the stakeholder Committee. Details and membership of the committees are presented in the following sections.

Steering Committee

The Steering Committee will play an advisory role to the KIHBS Technical Committee, and spearhead publicity and advocacy activities. Members include:

Terms of Reference

1. Advocate and promote the survey to ensure acceptance by key stakeholder institutions and members of the public, and facilitate liaison with collaborating institutions and stakeholders with a view to accomplishing the survey objectives.

2. Make recommendations for the survey implementation lan and scrutinize progress reports from time to time.

3. Provide policy guidelines on issues pertaining to the survey.

4. Guide and oversee the operations of the Technical Committee and advise it accordingly.

5. Mobilise resources including human, financial equipment, etc.

6. Any other duties assigned by the Minister for Planning, or his delegated authority.

Note:

  • The Committee will meet once a month
  • The quorum for the meeting shall be two thirds of total membership.

Technical Committee

The Technical Committee comprises members from all relevant line ministries who are key users of the survey results. The members will have a major role in guiding the design of the questionnaire and the survey content, and will assist with the data analysis, drafting of the reports of the findings, and dissemination of survey results to the larger clientele. The Technical Committee will coordinate the Thematic Working Groups to facilitate collaboration and technical input from potential data users and analysts. The members include:

Terms of Reference

1. Ensure timely development of quality survey instruments through involvement of all key stakeholders

2. Ensure proper recruitment, training and comprehensive supervision of survey personnel during the survey.

3. Put in place sound modalities for logistics, administration, technical support and financial disbursement to ensure successful implementation of the survey.

4. Providing regular progress reports to the Steering Committee and Stakeholders Committee and implementing the decisions of the steering Committee.

5. Participate whenever called upon, in all other technical aspects of the survey, for instance, report writing, analysis and dissemination.

6. Any other duties related to the survey as assigned by the Directory of Statistics or his delegated authority.

Thematic Working Groups

The core function of this group is technical in nature. The Thematic Working Groups will review the sections/modules of the questionnaires relevant to each specific group with a view to assessing their comprehensiveness, and recommending inclusion of more questions or exclusion of others as appropriate. During the review they should ensure that the indicators to be generated from the survey to address various goals are adequately covered. The following are the suggested thematic working groups and their composition:

1. CPI Thematic Working Group including staff from CBS (Mwando, Nyoike, Gichohi) FKE and COTU. Other stakeholders will include CBK, Treasury, DFID and USAID.

2. Poverty Thematic Working Group including staff from CBS (G. Ndeng’e, Collins Opiyo, Macharia, Ms. M. Wanyonyi) and representatives from World Bank, University of Nairobi, KIPPRA, UNICEF, IDS (UON), SIDA, ILRI and JICA.

3. National Accounts Thematic Working Group inducing staff from CBS (E.A. Okeyo, B. Muchiri), Dr. Karingi (KIPPRA), Maingi Maundu of Macro (MPND), CBK, KIPPRA and UON.

4. PRSP/ERS/MDG Thematic Working Group including staff from CBS (Ndenge, Collins, Macharia, Wanyonyi), representatives of the World Bank, staff from PRSP/MTEF (Muoki, Waweru), Staff from Macro-MPND, representatives of DFID, UNDP, SIDA, EU, CIDA and UNFPA.

5. Survey Design Thematic Working Group will include staff from CBS (Collins Opiyo, Sam Oyombe, Emma Odhiambo, S. Ndung’u, N. Nyoike, Rose Mungai – TA) and representatives from World Bank, UNICEF, and IDS (UON), SIDA, ILRI, JICA.

6. The Group can co-opt institutions or individuals who they feel can positively contribute to their discussions.

7. Other interested parties who can contribute technically are encouraged to contact CBS.

Core Team or Secretariat

The Core team or secretariat will be in charge of all technical, logistical and administrative aspects of the 2004/05 KIHBS Survey. The team will be charged with the day-to-day running of the survey activities, and will coordinate the work of with all the other committees to ensure the smooth and successful implementation of the survey activities. The membership includes:

Stakeholders Committee

The Stakeholders Committee comprises of all development partners/donors and other key users of the data from the survey. The committee will operate like “Goodwill ambassadors” to the project, with a view to enlisting public cooperation and ownership of the process and the expected results. Occasional meetings will be held as and when necessary in order to bring this committee up to speed on the progress of implementation, and other issues pertaining to the survey as well.
