Project Documents

The following are some of the key project documents that are used as a guide in the day to day operations of the NSS;

To meet the unprecedented increase in demand for statistics, the Government embarked on an undertaking to strengthen the national statistical services and improve data production, dissemination and access in March 2003. The Government, with assistance from development partners, formulated a five year Strategic Plan for the National Statistical System. The plan critically assessed data gaps, strengths, weaknesses, opportunities, and threats to the Central Bureau of Statistics.

In September, 2003, an implementation plan for the National Statistical System was compiled. Its overall purpose was to operationalize the strategic plan by interpreting and translating the strategic objectives articulated in the Strategic Plan into actionable plans. The plan identified and prioritized expected statistical user needs, activities required, inputs, outputs and outcomes to be achieved in order to meet user needs for policy decision-making and planning.

In November 2003 a World Bank mission recommended the compilation of the Strategic Implementation Master Plan (SIMP) whose preparation started in February 2004. The main objective of the SIMP is to guide the process aimed at effectively managing the comprehensive production and dissemination of official statistics to inform national development initiatives and processes, and the maintenance of a socio-economic database. The SIMP is designed to cover the main official data producing agencies in Kenya including the CBS, Ministries of Education, Health, Labour and Human Resources, the Departments of the Judiciary, Police, Prisons, Probation, Gender, Civil Registration, Immigration, the Central Bank of Kenya, Kenya Revenue Authority and research and academic institutions as collaborating agencies.

The SIMP was compiled by the Central Bureau of Statistics in consultation with line ministries, Government departments, research and training institutions and development partners, private sector and civil society. The Development partners namely the World Bank, EU, DFID and USAID assisted in providing the technical assistance, reviews missions and funding the workshops to discuss the document.

Highlights of the Strategic Implementation Master Plan

The Strategic Implementation Master Plan is arranged in two parts. The first part (part 1) gives a historical perspective of the statistical system in Kenya , the changes in the external environmental factors and internal analysis of the strengths and weaknesses of the statistical system that mitigate response to the changes. It forms the justification of the proposals for the revamping of the National Statistical System with Kenya National Bureau of Statistics at the core.

The second part (part 2) of the Plan is the core programme. It comprises the strategic development plan, time-bound implementation programme, the investment and financing plan, and the implementation plan of activities.

This is the document that gives an appraisal of the National Statistical System Project stating the economic and financial analysis, technical and social impacts among others.
