The STATCAP Project is a World Bank initiative whose main objective is to build capacity across the national statistical system through funding statistical programmes with a view to strengthening it so as to provide reliable, timely and accurate data in accordance with international standards.
This component is to ensure that institutional capacity supports the formulation, coordination, and implementation of appropriate statistical policies and programs geared to the needs of the Kenyan economy.
Activities
Establishment of statistical units where none exist and strengthening the existing ones;
Put in place mechanisms for effective dialogue with data producers, users and respondents (providers).
Establishing a semi-autonomous Bureau for coordinating, monitoring and supervision of the NSS,
Outputs Expected
A new statistical legislation and regulations to provide for an appropriate institutional, regulatory and data access framework that promotes the effective use of data while still maintaining legal safeguards on the confidentiality of individual records;
Appropriate mechanisms for effective coordination are established at inter-ministerial, national and district levels.
(b) Human Resource Development
Activities
Identifying the areas that require personnel to be trained
Identifying the training institutions
Liaising with the training institutions in coordinating the training programmes
Establishing linkages between a local University and an International University to train both Economists and Statisticians
Outputs Expected
Acquisition of new technical and managerial competencies;
Wider skills associated with effective relations with users and suppliers of statistics.
(c) Development of Statistical Infrastructure.
Activities
Mechanisms put in place for all statistical and regulatory agencies to agree to cooperate and make joint efforts to build compatible statistical infrastructure;
Compilation and maintenance of an updated Central Business Register of Establishments;
Updated sampling frame for households for used by household based surveys
Compilation of compendiums of concepts, definitions and methodologies for applications in statistical analysis;
Compilation of economic and social classifications;
Establishment of a geographic information system (GIS).

(d) Data Development
Activities
Developing a program of target surveys, censuses, topical statistics and dissemination;
Increasing the dissemination of sectoral statistics

(e) Physical Infrastructure and Equipment
Activities
Identification of computer hardware and software needs at KNBS and participating line ministries
Acquisition of computer equipments and application software to be used for processing statistical data
Acquisition of vehicles
Acquisition of new KNBS Headquarters and Provinces/Districts offices
Outputs Expected
Strengthened data collection, processing and analysis procedures;
Computers and related equipment procured and installed;
Procurement of vehicles;
New CBS Headquarters and the Provinces/Districts offices;
Local Area Networks (LANs) and Wide Area Networks (WANs) established.
(f) Project Implementation
Mechanisms for implementing the Strategic Implementation Master Plan have a steering and management unit to manage, co-ordinate and implement the project.
The following are the bodies involved in the implementation:-
Board of Directors
It is the national coordinating body and defines the national statistical strategy, policies, priorities and broad implementation arrangements.
It oversees national program elaboration and implementation, and bears the responsibility for results and their quality.
Inter-Agency Statistics Committee(IASC)
This committee meets quarterly whose main functions are:-
Identification of data gaps and proposals on developing indicators for monitoring and evaluation purposes where none exists;
Interpretation of Government strategies and their linkages to statistical information;
Designing, Commissioning and reporting of various studies to evaluate local and international statistics needs and user satisfaction;
Ensure timely development of quality survey instruments through involvement of all key stakeholders;
Ensure quality control and efficiency in sectoral data production among other functions
